It`s been getting on average a review score of around 5 or 6 out of ten judging by a few reviews.
Will i spend 70 euros on it?

From the screenshots i've seen looks more like a "3rd person shooter" than an RPG. Not my taste in game.

It's a third-person shooter. Nothing more. By most objective accounts, it's a rather second-rate one.

You can level and gain expierence and their is definately an elaborate storyline. Plus sites that are dedicated to DoC call it an Action RPG

There is a thread in this very forum containing a debate on the subject you might find enlightening. Track it down. I cannot be bothered to type out a lengthy explanation on the subject for someone I don't feel any obligation to in the first place.
An RPG is a game where you create a role to play in with other users, the stat-building thing is a staple thrown in along the line for some reason. The stat-building schtick is however, NOT a defining feature of the genre.
DoC in essence would be a TPS with stats thrown in to add flavour into the gameplay.
If you want to know what RPing truely is, then I suggest you to get into a few DnD or any other Tabletop RPG campaigns. (Most of them can be sucessfuly held over IRC so you can look through the networks for an RP chatroom)
I've played a few DnD games so i know what your talking about, but most websites that have reviewed or previewed DoC have referred to it as an Action/RPG. So it is infact not purely a third person as Prak said
And as I have said numerous times around this forum, that use of the term "RPG" is a complete misnomer.

PompousPilate, it really saddens me to see you acting this way. You could be such a neat member if you'd stop the high-and-mighty act and simply try to learn your way around the community before getting into arguments.
Anyway, a single online dictionary doesn't provide a lot of credibility since there are so many of them and they all seem to have it phrased differently.
