Utilities I use to rip sounds:
CDEX ([Only registered and activated users can see links]) (The program I use to rip CD audio from game CDs most of the time)
FMV Extractor ([Only registered and activated users can see links]) (Can be used to find movies and music from various files from many types of games. Beta 1.3 is pretty darn stable and can also search for MP3 data)
I also use Psound (can be found everywhere on this forum) for some PS1 and 2 music (rarely though) and I use Adobe Audition (You'll have to find that on your own, it's an expensive commercial software). Sometimes checking random files that appear to be possibly sound files can turn up MP3 format sounds, RAW PCM or even other formats audition can read. I've been using it since it was known as Cool Edit Pro 1.0 to rip game music.

I will continually update this thread whenever I have ripped music from a game. I have a good deal of them (particularly rip-able PC games) so it should last a while. Music quality is lossy but the highest quality of variable bitrate available (usually, unless it's a rip I did long ago in which case it's 128kb or if it's the MP3 directly from a game, which is simply the same as it was intended)
PS. I'd like to Thanks Domingo for helping me fill out the ObsCure soundtrack.
