Hi, these are some links of the dvd-rips I've made of the great Batman TAS music (first 40 episodes); they have dialogue and sfx but you can appreciate the music anyway (I've edited the part with only dialogue and sfx obviously!)

For the characters themes (as for all the music of Batman TAS) nothing has never been released by WB, except some promos where you can find something:
the "********* Wing Noise" BTAS compilation:

The sound quality is not great, but there are enjoyable moments: no dialogue and no sound effects (except the noise!).

Is all the material of "the collection of title cards and other stuff" from the Anbat site, or is there also some material from somewhere else?

Never knowing if I had visited all the existing sites with Bat-music, I took a look on this RAR to check, just in case...
Some cues are missing (for example the other music from Carlos Rodriguez), but that's a good collection.

If I remember, I've found the music of Rodriguez on this site; you can find it with a search of "Batman animated".
All the music of "title cards" archive is taken from anbat.
