Well, to level up your weapon skills (I'll call it that), you have to select "Attack" and choose your target, that gives you 1 point and you need 100 to level up 1 level.

But noticed that I said "select attack and choose your target". There is this weird bug in FF2 which stayed in FF2 in Origins. Basically, the game counts it as when you select your target. This means that you can cancel from the second character's turn to redo the first character's turn and still end up with that 1 point... and if you keep selecting and canceling, you'll end up with many points in the end without even hitting the enemy once. This will also work for magic... but basically, it's how many times you have selected your target which determines your weapon skill and magic skill level.
